Construction on the six-lane, 14-mile, $350 million road between Leesburg and Dulles Airport began in September 1993 and opened two years later. The Dulles Greenway was the first toll highway in the U.S. to be developed under a long-term design-build-finance-operate-maintain (DBFOM) public-private partnership.
