Department of Economic Development
Title: Manager of Strategic Initiatives
James David heads the Strategic Initiatives Team, a specialized division that analyzes market trends and Loudoun’s commercial real estate inventory to add a data-driven approach to our business attraction, retention and expansion efforts. James is the project lead on refining the department’s strategic plan and his team employs a keen understanding of the local permitting process to help bring businesses to market faster.
He has more than 13 years’ experience in planning, administration and project management in federal and local government organizations. He earned his master’s degree in city and regional planning from the California Polytechnic State University in San Luis Obispo, and his undergraduate degree in cultural anthropology from the University of Michigan. His passion for his work is only slightly overshadowed by his enthusiasm for exploring the world with his wife, son and daughter.
