UPDATE: Due to the extraordinary response to this RFQ, we have extended the deadline to September 17, 2021 at 5 p.m. to provide opportunity for all interested parties the appropriate time to provide their most thoughtful submissions to the NOVA EDA.
The Northern Virginia Economic Development Alliance has issued a Request For Proposals from reputable third-party organizations to assist in developing and establishing a formal, joint regional economic development organization.
The NOVA EDA was first assembled in September 2019 with a goal of regional collaboration on key aspects of economic development. The alliance has operated under the direction of economic development staff from the counties of Arlington, Fairfax, Fauquier, Loudoun and Prince William, along with the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park.
While positive progress has been made on regional collaboration, it is recognized that the REDO would benefit from the direction of an experienced, third-party consultant. Each member jurisdiction has its own economic development staff and the REDO is intended to supplement those efforts, not replace them.
“With the combined strengths of our counties and cities, there is no better place to be in the business of economic development than right here in Northern Virginia,” Loudoun Economic Development Executive Director Buddy Rizer said. “Economic development is a team sport, and we’re looking for a partner to help organize our efforts and ensure that Northern Virginia is synonymous with inNOVAtion.”
Applicants are expected to provide a summary of qualifications, capabilities and services, resumes for key personnel, and identify who will act as the lead and primary point of contact on the project, along with an estimate of fees for the services requested, a projected timeline for the feasibility study and campaign activities, and references.
The RFP details that the project’s final report will include: stakeholder survey results; examples of best-in-class REDOs; recommended organizational structure including staffing and budget; strategic plan; marketing plan including media kit for relaunch; and a phased timeline for REDO’s growth.
